In a very famous article in
Science
(1969)
Garrett Hardin introduces the concept "the tragedy
of the commons·. He argues from his
ti
eld of natural science that there are many global
problems of common good that are never solved as nobody takes full responsibility for its
solution. Climate and other environmental issues clearly fall into this class of problems. The
battle over water resources and ocean resources. are other examples.
